Proposed amendments to the Planning Scheme

To make sure that council responds to the developing needs of our community, changes need to be made to the Planning Scheme from time to time.

Council resolved to make the proposed amendment to the Gympie Regional Council Planning Scheme 2013 Version 3.0 at its ordinary meeting 28 June 2022.

Summary of Amendment Package 3

Amendment Package 3 is a major amendment package that addresses a range of matters including zoning, and amendments to streamline development and improve usability of the document. Proposed changes for AM3 include:

  • removal of the Local Development Area (LDA) designation from the East Deep Creek industrial area;
  • rezoning of the low impact industry land at Southside to Residential Living and Limited Development – Constrained land;
  • an increase in the number of caravans, tent sites or cabins permitted without a development application within the Rural zone from four (4) eight (8);
  • changes to levels of assessment for Tourist Parks in relation to Recreational Vehicle sites on Council owned or controlled land.
  • clarification of the levels of assessment for operational work and for dwelling houses proposed on unmaintained roads;
  • amendments to update the design criteria in Planning Scheme Policy 1: Development Standards; and
  • minor administrative corrections.

Amendment Package 3 Update

Further to Council’s previous consideration and endorsement of Amendment Package 3 to the Gympie Regional Council Planning Scheme 2013, several statutory steps have now been completed.

Council Resolution

On 13 December 2023, Council considered the recommendations around proposed Amendment Package 3, and resolved to endorse the amendment package as publicly exhibited for consultation.

Public Consultation

Public consultation for Amendment Package 3 was undertaken for a period of 20 business days from 2 June 2023 through to 30 June 2023 in accordance with the Ministers Guidelines and Rules (MGR) under the Planning Act 2016.

A total of 12 submissions were received in relation to a variety of issues including:

  • Proposed zoning changes to industrial land in the Southside Local Development Area
  • A proposal for Tourist Parks as accepted development (subject to requirements) to allow more flexibility and income opportunities on rural land
  • Protection of water quality in water catchment areas

Next Steps

Amendment Package 3 will progress to the State Government for final review.  Following this final review, Council will need to make a subsequent resolution to adopt and commence the proposed amendments before they take effect.
