Previous amendments to the Planning Scheme

To make sure that council responds to the developing needs of our community, changes need to be made to the Planning Scheme from time to time.

On 24 February 2021, council included Amendment Package 2 to the Planning Scheme 2013 version 3.0.

What is in Amendment package 2?

This Amendment resolves two operational issues:

  1. Zoning changes
  2. Making the scheme clearer to understand.

A summary of the proposed changes (amendments):

  • Updating various Planning Scheme map sets to include new state government data (e.g. Bushfire Hazard)
  • Zoning changes, including the removal of Local Development Area (LDA) boundary from the Victory Heights LDA
  • Infrastructure and Operational Works Code
  • Reconfiguring a Lot Code
  • Planning Scheme Policy 1: Development Standards
  • New operational works triggers in the Tables of Assessment
  • The introduction of two new Codes:
    • Home-Based Business Code
    • Advertising Devices Code
  • Moving certain sections and conditions in zone codes to create less duplication of information.
  • Improve terms for private open and shared space for dual occupancies
  • Changes to car parking rates to address anomalies for certain uses
  • Overall focusing on the clarity of council’s policy purpose (e.g. redrafting conditions with clearer language and intent)
  • Replacing sections in Planning Scheme Policy 1: Development standards and the Local Government Infrastructure Plan that refer to water and sewer needs to include:
    • Wide Bay Burnett Regional Organisation of Councils (WBBROC) and
    • Design and Construct Codes (where relevant).
