Rates and charges

Your rates notices are made up of various charges and levies.

General rates

Council has a system of differential general rates for the financial year. Council is required to raise an amount of revenue it considers appropriate to maintain assets and provide services to the region as a whole. In formulating the basis of revenue to be raised, Council has taken into account the following factors:

  • The rateable value of the land in each defined category.
  • Population density in each defined category area.
  • The valuation of road networks in each defined category area.
  • Disability factors to service each defined category area.
  • Level and cost of services provided to each defined category area.

Categorisation of land for differential general rate:

Category 1 Residential rateable land within Greater Gympie as defined in the map marked Area 1.
Category 2 Section 50 concessional rateable land within Greater Gympie as defined in the map marked Area 1.
Category 3 Commercial or industrial rateable land within Greater Gympie as defined in the map marked Area 1.
Category 4 Residential rateable land within Coastal Townships as defined in the map marked Area 2.
Category 5 Section 50 concessional rateable land within Coastal Townships as defined in the map marked Area 2.
Category 6 Commercial or industrial rateable land within Coastal Townships as defined in the map marked Area 2.
Category 7 Residential rateable land within the Region as defined in the map marked Area 3.
Category 8 Section 50 concessional rateable land within the Region as defined in the map marked Area 3.
Category 9 Commercial or industrial rateable land within the Region as defined in the map marked Area 3.
Category 10 Primary production rateable land within the Region as defined in the maps marked Area 1, 2 and 3.
Category 11 Commercial rateable land – shopping centre within Greater Gympie as defined in the map marked Area 1.
Category 12 Commercial rateable land – shopping centre within Greater Gympie as defined in the map marked Area 1.
Category 13 Commercial rateable land – shopping centre within Cooloola Cove as defined in the map marked Area 2.
Category 14 Commercial or industrial rateable land – dam within the Region as defined in the map marked Area 3.

Your land has been identified by the Gympie Regional Council as being in the category as stated on the front of your rate notice.

You have the right to object to this categorisation of the land by written notice to the Chief Executive Officer, Gympie Regional Council within 30 days of the issue of the rate notice. The sole basis on which you (the owner) may object is that the land should have been included in another category as at the date of issue of the rate notice. The lodgement of an objection does not, in the meantime, affect the levy and recovery of rates. Should your objection be upheld and the category amended then an adjustment will be made.

Category maps

Printed maps are available for viewing at the Town Hall and the libraries during operating hours.

Minimum general rates

Council will levy a minimum rate in all categories that takes into account the cost of providing common services which are provided to every ratepayer as well as general administration costs.

Interest on arrears

Interest at the rate of 11% per annum will compound on all amounts outstanding 90 days after the issue of notice calculated daily.

Sewerage program charges

(Section 99 of the Local Government Regulation 2012)

Sewerage charge

This charge applies to properties that are connected to, or have the possibility of being connected to, the sewage network system within defined sewered areas. 

Unit rate: $88.10 p.a. based on applicable units as per following schedule.

Water supply program charges

Water access charges

This charge applies to properties that are connected to, or have the possibility of being connected to, the water network system within the defined reticulated water areas. 

  • Residential - $400.50 p.a. (per valued assessment or metered service, whichever is greater)
  • Residential unit/flat - $400.50 p.a. (per unit/flat or metered service, whichever is the greater)
  • Vacant land not connected - $400.50 p.a. (per valued assessment)
  • Vacant land connected with no habitable building - $400.50 p.a. (per valued assessment or metered service, whichever is greater)
  • Residential properties and vacant land identified as being part of Kingfisher Rise Estate Constant Flow Water Supply Scheme - $300.40 p.a. (per valued assessment or metered services, whichever is greater)
  • All other properties - $440.70 p.a. (per valued assessment or metered service, whichever is greater).

Water consumption charges

This charge is a per kilolitre consumption charge for any property that has a water meter connected to it.

  • 1st Tier (up to 250kl) – $1.12/kl
  • 2nd Tier (after 250kl) – $1.99/kl

Meters are read six monthly and consumption charges are invoiced on next issue of rate notice.

Economic Development Levy

(No discount applicable)

This levy funds projects of economic development signficance and contributes to projects and strategies that enhance the region's economy.

A separate charge of $65.00 per rateable assessment (excluding forestry, mining & special leases, occupation & stock permits).

Roads Infrastructure Charge

(No discount applicable)

This charges contributes to the funding of maintenance, renewal and depreciation costs of Council's road infrastructure network in the region. 

A separate charge of $112.30 per rateable assessment (excluding forestry, mining & special leases, occupation & stock permits).

Environment Levy

(No discount applicable)

This levy is allocated to major initiatives, projects, grants, incentives and partnership with environmental groups.

A separate charge of $35.70 per rateable assessment (excluding forestry, mining & special leases, occupation & stock permits).

Special charges

(Section 94 of the Local Government Regulation 2012 and Sections 106 and 128A of the Fire and  Emergency Services Act 1990)

Rural Fire Levy

(No discount applicable)

This levy applies to all rateable properties not in an urban fire area, and the funds are allocated to our rural fire bridges.

The amount of $25.00 applies to all rateable properties not situated in the urban fire district.

Moy Pocket Road Maintenance Charge

(No discount applicable)

Moy Pocket Road Maintenance Charge in the amount of $139,925 applies to rateable land described as Lot 4 on Registered Plan 159242, Lot 2 on Registered Plan 187563 and Lot 1 on Survey Plan 221900, Parish of Brooloo, County of March to fund the cost of road maintenance on Moy Pocket Road.

Waste charges

(Section 99 of the Local Government Regulation 2012)

Waste Management Operational Charge

A utility charge will apply until 30 September:

$230.00 per assessable occupied property, where the owner does not receive a contracted bin service for the purpose of a contribution by owners of all assessed properties in the ex-Cooloola Shire area to the operational costs of Council’s waste management.

$90.00 per assessable occupied property, where the owner does not receive a contracted bin service, for the purpose of a contribution by owners of all assessed properties in the ex-Kilkivan and ex-Tiaro Shire areas to the operational costs of Council’s waste management.

From 1 October, Council will remove this charge as a general waste and recycling service will be made available to these areas.

Waste collection region-wide, excluding Rainbow Beach Township

(No discount applicable.)

  • Domestic (once weekly for non-recyclable and once fortnightly for recyclable services) Charge per annum 240 litre dual wheelie bins - $280.00.
  • Additional Recycling Service – Domestic (once fortnightly) Charge per annum 240 litre wheelie bin - $84.00.
  • Commercial (once weekly for non-recyclable & once fortnightly for recyclable services) - Charge per annum 240 litre dual wheelie bins - $380.00.
  • Caravan parks/motels – minimum charge 1 x 240 litre dual service per six (6) sites/cabins/units or part thereof.
  • Additional Refuse Service - Commercial (weekly) - Charge per lift 240 litre wheelie bin - $7.30
  • Additional Recycling Service – Commercial (once fortnightly) - Charge per lift 240 litre wheelie bin - $4.20.
     

Waste collection, Rainbow Beach Township

(No discount applicable.)

  • Domestic charge per annum 240 litre dual wheelie bins - $344.60.
  • Additional Recycling Service – Domestic (once fortnightly) - Charge per annum 240 litre wheelie bin - $103.40.
  • Commercial (once weekly for non-recyclable & once fortnightly for recyclable services) - Charge per service 240 litre dual wheelie bins - $467.20.
  • Caravan parks/motels – minimum charge 1 x 240 litre dual service per six (6) sites/cabins/units or part thereof.
  • Additional Refuse Service - Commecial (weekly) - Charge per lift 240 litre wheelie bin - $7.30
  • Additional Recycling Service – Commercial (once fortnightly) - Charge per lift 240 litre wheelie bin - $4.20.

N.B. - (Annual charge includes a weekly service each Monday, throughout the year, plus additional service on each week during school holiday periods, making a total of 64 services per annum and a recyclable bin service fortnightly).

  • Additional Refuse Services - $9.86 per 240 litre bin per service.

Emergency Management Levy

This levy contributes to funding emergency management and fire and rescue services. This also includes vehicle entrapment, flood rescue, and search and rescues.
