Temporary Traffic Management on Council Roads
Works, events, or activities undertaken on or within Council‑controlled roads and road corridors in the Gympie Region that require the use of traffic control or traffic control devices must have an approved Temporary Traffic Management Plan in place and the appropriate Council approval (Letter of No Objection), in accordance with Council requirements and the Local Government Act 2009.
Gympie Regional Council is committed to ensuring that all traffic management activities are safe, compliant with relevant legislation and standards, and minimise disruption to the community.
This page outlines the requirements for applicants who are proposing activities on Council roads where traffic control or traffic control devices are required, and where a Temporary Traffic Management Plan and LONO approval must be obtained.
When a Letter of No Objection is Required
You must apply for temporary traffic management approval if your activity involves any of the following:
- Road or lane closures
- Shoulder or footpath closures
- Reduced speed limits
- Stop/slow traffic control
- Diversions or detours
- Works within the road reserve/corridor that affect pedestrians, cyclists, or vehicle access
- Events that impact normal traffic conditions
- Site access or egress requiring advanced warning signage
- Worksites requiring long-term advanced warning signage
This applies to contractors, utility companies, event organisers, developers, private individuals, and other external parties.
What You Need Before You Apply
To undertake temporary traffic management on Council roads, you must provide:
1. Traffic Guidance Scheme (TGS) or Traffic Management Plan (TMP)
Plans must be prepared by an appropriately accredited Traffic Management Designer in accordance with:
- Queensland MUTCD (Manual of Uniform Traffic Control Devices)
- Transport and Main Roads (TMR) Technical Specifications
- Work Health and Safety requirements
Plans must clearly show all signage, devices, traffic movements, detours, pedestrian management measures, worksite layouts, and staging (if applicable).
2. Evidence of Accreditation
All persons involved must hold current TMR-issued qualifications, including:
- Traffic Management Designer (TMD) – name, TMD number, and signature must be displayed on the submitted document.
Copies of relevant cards or certificates may be requested.
3. Public Liability Insurance
Applicants must provide:
- A minimum of $20 million Public Liability Insurance
- A certificate naming Gympie Regional Council as an interested party
This covers any potential risks associated with traffic control activities.
4. Schedule of Works
You must provide:
- Start and finish dates
- Daily work times
- Expected traffic impacts
- Contact details for the responsible person
Council may request additional information depending on the scope of works.
Application Process

- Prepare Documentation
- Ensure all required plans, accreditation information, and insurance documents are completed
- Submit Your Application
- Applications must be submitted via email to Council@gympie.qld.gov.au
- Allow sufficient time for review - Council recommends lodging applications at least 15 business days before the proposed start date

- Assessment
- Council will review your TGS/TMP for compliance, assess impacts on the road network, consider community safety and access, and request amendments if needed
- A Letter of No Objection will not be issued until all documentation is lodged and suitable
- Letter of No Objection
- Once accepted, you will receive written confirmation in the form of a Letter of No Objection, outlining conditions of acceptance, permissible dates and times, and any other additional requirements deemed necessary
No works may commence prior to receiving the Letter of No Objection
During Your Works
You are responsible for:
- Ensuring all traffic control devices are installed, maintained, and removed by qualified personnel
- Keeping a copy of the approved TGS/TMP as well as your Letter of No Objection on site at all times
- Monitoring traffic conditions and adjusting controls if required
- Maintaining safe access for residents, businesses, and emergency services
- Immediately reporting incidents, changes, or hazards to Council
Failure to comply may result in stop work notices, penalties, or withdrawal of approval.
After Your Works
All signage, devices, debris, and obstructions must be removed immediately after works are completed, restoring the road to normal conditions. Council may conduct an inspection to ensure compliance.
Emergency Works
If urgent works are required due to service failures, hazards, or emergency repairs:
- Implement temporary controls immediately using accredited personnel
- Notify Council as soon as practicable
- Submit a TGS/TMP retrospectively if requested
Safety must remain the highest priority.
