Adoption of Temporary Local Planning Instrument – Protection of Biodiversity Values (TLPI 1/2026)
TLPI 1/2026 Protection of Biodiversity Values, was originally intended to apply to all land within the Gympie Regional Council area. The Acting Minister for State Development, Infrastructure and Planning advised by letter dated 16 January 2026 (see correspondence(PDF, 470KB)) that the TLPI was approved subject to a condition requiring the exclusion of the Rural Zone from provisions protecting matters of local environmental significance.
On 29 January 2026, Council wrote to the Acting Minister seeking clarification regarding this decision (see correspondence(PDF, 184KB)). To date, Council has not received a response.
At its meeting of 11 February 2026, Gympie Regional Council adopted TLPI 1/2026 with a commencement date of 23 February 2026. The TLPI will remain in effect up to and inclusive of 23 February 2028 (unless repealed at an earlier date). This TLPI replaces the Biodiversity TLPI adopted by Council on 23 February 2024.
The purpose of the new TLPI is to facilitate the protection of environmental values across the urban and rural residential areas of the Gympie region, in accordance with the Acting Minister’s conditions, until these provisions can be appropriately incorporated into a new planning scheme for the Gympie Region.

Proposed Temporary Local Planning Instrument – Protection of Rural Land Biodiversity Values (TLPI 2/2026)
In response to the Acting Minister’s condition, Council sought to introduce TLPI 2/2026 to provide interim protection of wetlands and waterways within the Rural Zone while the new planning scheme is progressed.
At its meeting of 11 February 2026, Council resolved to request that the Deputy Premier and Minister for State Development, Infrastructure and Planning approve TLPI 2/2026 to protect biodiversity values in wetlands and waterways within the Rural Zone.
On 17 April 2026, the Deputy Premier advised that the request was not approved, citing consistency with the earlier decision and the State Government’s policy position to reduce regulatory mapping, while confirming ongoing work with Council on the new Planning Scheme (see correspondence(PDF, 494KB)).
Gympie Regional Council will continue to work with the State Government to ensure appropriate measures to protect the Gympie Region’s biodiversity are included in the new planning scheme.
