A development application is required for certain proposals.
The requirement to obtain approval for development is prescribed by the Sustainable Planning Act 2009 (the Act). Section 7 of the Act defines development as:
- carrying out building work
- carrying out plumbing or drainage work
- carrying out operational work
- reconfiguring a lot
- making a material change of use of premises.
A development approval is necessary for these developments, unless it is prescribed as ‘exempt' or ‘self-assessable' under the relevant planning scheme.

Governance Policy and Protocols - Planning and Development
The State Government recently enacted changes to legislation and government policy relating to local government, in particular councillor conflicts of interest.
At its Ordinary Meeting on 25 July 2018, Council adopted a formal governance protocol for the planning process.
The adopted protocol, clarifies the roles of Councillors, developers and applicants, staff and the public, during the planning process.
